Yes I will implement drag and drop features for easy editing of pages if required. Also from my recent projects I do notice a trend of drag and drop page builders opted by the clients.
I love working with WordPress(PHP) as it makes maintenance quite easier for clients. But working on standard HTML5 & CSS3 is also possible if client needs it.
30-50% should be done upfront, depending on the project size and length.
Paypal, PayU is accepted and they support all international debit/credit cards. I will send you the website link once we have agreed on our project.
